Students will be able to run a decision through a procedure that leaves a record somebody else could use.
Students are successful when they can
- Orders the stages of a fair decision.
- Agrees a measure of success before acting.
- Records the minority reason and the review date.

The lesson
Warm-up — how would we know?
5 min- Take a decision the class made this term and ask how anybody would know if it worked.
- If nobody can answer, name that as the problem.
Teach — the stage everybody forgets
18 min- Name the problem in writing, so everybody decides the same thing.
- Gather evidence on who it affects, so the decision is sized correctly.
- Agree the measure of success BEFORE acting. This is the stage that is always skipped.
- Debate and vote, and record the minority's reason.
- Act, then review against the measure agreed at the start.
- Read the minister's promise of quarterly figures. That is this stage, nationally.
- Say the standard: decide it so that somebody else could hold you to account.
