The lesson
Warm-up — why not sell the river wall?
5 min- Ask whether a business could sell flood protection to Mill Row.
- Note the difficulty: it protects everybody behind it, paying or not.
Teach — why some things cannot be sold one by one
13 min- Name the test: can you give it to one person and withhold it from their neighbour?
- Cheese, yes. A river wall, no.
- Say the Grade 2 addition: things you cannot withhold end up provided collectively.
- Sort six services on that test.
- Find one that could be either and say why the town chose as it did.

What goes wrong, and why
Each of these is a reasoning error rather than carelessness. The fix addresses the reasoning.
Thinks collective services are just the free ones.
Why: Nothing is paid at the door.
Fix: They are paid for in advance by everybody. Free is the wrong word.
Thinks anything could be sold if somebody tried.
Why: Most things are.
Fix: The withholding test. Some things cannot be given to one and not another.
Thinks the sort is fixed forever.
Why: It looks natural.
Fix: Find one that could be either. Towns choose differently.
