THE REGION'S CENTURY
The author argues the mills, not the harbour, made the region.
Mill employment rose fastest and drew people from the uplands.
Other historians point to the harbour returns and disagree.
The author concedes the harbour paid for the roads and the schools.
The dispute turns on which measure counts: people, or money.
