Government White Paper on Housing
An extract from a white paper laid before Parliament by the government in 1946. HOUSING: THE GOVERNMENT'S PROPOSALS The war destroyed or damaged four million homes. The government proposes to build 300,000 homes a year. Local councils, not private builders, will lead the programme. Materials and labour remain scarce and must be allocated. The cost will fall on taxation and on borrowing.
